Madison Townley

Special Agent In Charge, Madison P. Townley Sr. is the Goddard Space Flight Center, Chief of Protective Services.  His 31 years of Federal service has been dedicated to Law Enforcement, Counterterrorism, Security Management and National Security.  Madison is a former United States Marine where he served with the elite members of the Explosive Ordnance Disposal Teams, EOD.  As a Bomb Technician, he spent nearly six years countering Improvised Explosive Devices (IED’S) and providing EOD support to the United States Secret Service during the Regan and Bush administrations. Madison joined the Department of Navy as a civilian and performed duties as Command Investigator, Security Specialist, and Security Manager.  In 1996 he joined the Bureau of Alcohol, Tobacco, Firearms and Explosives and served nine years reaching the position of Bureau Chief for the Office of Operational Security. In this position he pursued his passion in the areas of Threat/Risk Assessments and criminal profiling. Madison was extremely active within ATF to include: Former Chairman of the ATF’s Bureau Security Council, the Bureau’s Violence in the Work Place advisory committee, a member of the Critical Incident Response Management Teams, managed the Protective Intelligence function for the Executive Protection Branch and he supervised ATF’s risk assessment group for threaten Law Enforcement Agents.  He has participated in and supported several ATF and Joint Agency Task Force operations such as: the G-8 Summits, DC Sniper, MS-13 Gang Task Force, Southeast Bombing Task Force, Abortion Clinic bombings, Church Arson Task Force, World Trade Organization events, and was ATF’s representative for protection on the US Olympic Security planning commission.  In 2006 Madison once again joined the Department of the Navy and as Division Director for the Security Operations Division, Naval Sea Systems Command, Washington Navy Yard.  His Division was responsible for Anti-terrorism, Force Protection and Command investigations.  He has participated on numerous boards for National Security Policy, education and is routinely requested to speak at national events and conferences on Law Enforcement, incident management, operational security, counterintelligence and risk management.
